Implementation Measures

Selecting Prioritized Localization Development Items

Focus R&D on core electromechanical systems such as rolling stock and signaling. Review prioritized localization items and sequence to gradually increase the domestic content ratio of railway systems.

Integrating Technical R&D and Testing/Validation Capabilities

  • Promoting Railway Technology R&D: Draft operational guidelines and mechanisms for subsidizing railway industry development, and allocate R&D funds to guide industry-academia-research institutions in investing in subsystem or component technology research, gradually mastering core electromechanical system design, manufacturing, and integration.
  • Establishing a Testing and Validation System: Use the testing and validation platform to inventory and integrate domestic capabilities, establishing an information exchange and cooperation model. Amend laws to establish a railway product testing and validation system, defining testing procedures and validation standards to ensure operational safety and quality.

Formulating National Standards

Develop key national standards for prioritized items, referencing widely used international or regional standards while harmonizing with domestic conditions. Propose a framework and reference standards for Taiwan’s National Standards for Railway Engineering.

Establishing a Railway Technology Research and Validation Center

Set up a specialized railway technology institution, equip it with necessary R&D and testing instruments, and obtain Taiwan Accreditation Foundation (TAF) certification to provide testing and validation services while assisting the industry in enhancing technical capabilities.

Drafting Railway System Procurement Guidelines and Localization Supporting Measures

Formulate LRT System Procurement Guidelines and guide local governments through demonstration projects. Establish a communication platform to assist procurement agencies in implementing guidelines and resolving execution-level issues. Finalize standard procurement clauses, converting localization supporting measures into contractual requirements, and establish a guideline review mechanism to ensure feasibility studies and comprehensive planning comply with the guidelines.

Releasing Maintenance Business Opportunities

Create a subsidy mechanism to encourage operating agencies to reference peer experience, review, and expand localized maintenance spare demand. Organize industry events to release procurement information. Establish a Railway Equipment Component Data Platform to compile technical specifications and procurement needs, enhancing information exchange.

Drafting the Smart Railway System Architecture and Introducing 4.0 Technologies

  • System Establishment: Develop Smart Railway architecture specifications, amend relevant regulations, issue interface standards for edge, network, and cloud devices, establish a Big Data platform integrating protocols, transmission methods, and formats, and implement cybersecurity for networked railway equipment. implement cybersecurity protection for networked railway equipment.
  • Technology Development: Explore smart initiatives for railway safety monitoring, predictive maintenance, inspection, and passenger services. Plan phased Smart Railway goals, encourage operators to adopt 4.0 technologies, establish validation mechanisms for edge, network, and cloud devices, and set up a Smart Railway test field.
  • Establishing a Subsidy Mechanism: Support operating agencies in designing Smart Railway cloud platforms and digital infrastructure under standardized communication protocols, promoting a Smart Railway transportation environment and enhancing operational safety and efficiency.

Assisting Academic Institutions in Cultivating Railway Professionals

Connect industry, government, academia, and research sectors to establish a Railway Industry Talent Cultivation Institute. Build educational resources for academic institutions in railway software and hardware technologies, facilitate joint development of teaching materials in fundamental and innovative railway technologies, and establish practical training facilities to foster industry-academia collaboration.

Forming the Railway Technology Industry Alliance (R-TEAM) National Team and Cultivating Taiwanese Railway Electromechanical System Integrators

Implement localization measures through construction projects to expand domestic manufacturer cooperation and bidding opportunities. Increase localization targets and the number of domestic products in projects. Use R-TEAM and industry exchanges to inform enterprises of project progress and overseas market trends for early preparation. R-TEAM and associated enterprises will participate in domestic and international railway exhibitions to showcase industrial technological capabilities.
