The origin of the project

The transportation system along the Taipei–Yilan Corridor—including National Highway No. 5, Provincial Highways No. 2 and No. 9, and Taiwan Railways—has long faced demand that exceeds its capacity.In recent years, extreme weather events and earthquakes have also caused repeated disruptions to external transportation serving eastern Taiwan, significantly affecting travel safety and reliability.To address these challenges, there is a clear need to develop a stable and reliable rail system to improve external connectivity for Yilan, Hualien, and Taitung.

Plan outline

• Project period：From 2026 to 2037.
• Project Scope：The proposed route extends eastward from Nangang Station, bypasses the Feitsui Reservoir catchment area, and passes through Xizhi, Pingxi, Shuangxi, and Gongliao in New Taipei City, as well as Toucheng and Jiaoxi in Yilan County, terminating at a station located on the southeast side of the Yilan County Government Center. The total length of the line is approximately 60.6 kilometers, with a daily and monthly inspection depot established on the north side of the Lanyang River.
• Engineering Content：The entire line adopts an electrified system with double tracks, with a total length of approximately 60.6 kilometers. Among them, the existing tail track section surfacing west of Dakeng Creek is 1 kilometer long, and the newly constructed section is approximately 59.6 kilometers long (including 0.94 kilometers of subgrade, 24.78 kilometers of 12 bridges in total, and 33.88 kilometers of 1 cut-and-cover tunnel and 10 mountain tunnels in total). The mountain tunnels adopt a single-bore, double-track configuration, with emergency walkways reserved on both sides.

Expected benefit

• To relieve long-standing congestion and capacity constraints along the Yilan–Taipei transportation corridor.
• By enabling convenient transfers at the HSR Yilan Station to Taiwan Railways services to and from Hualien and Taitung, overall service capacity will be enhanced and the resilience of the eastern rail network strengthened.
• The HSR Yilan Line is a key project supporting the vision of a high-efficiency, round-island railway network that connects Taiwan within four 90-minute travel zones. It is also an important infrastructure initiative under the government’s Balanced Taiwan policy.
